Vietnam Railways to be developed into business group

HCMC – The Ministry of Finance has proposed restructuring Vietnam Railways Corporation into a business group in the 2026–2030 period, reported the Government news website (baochinhphu.vn).

The proposal would transform the current corporation into Vietnam National Railway Group, with the State holding 100% of its charter capital, according to a report presented at a March 10 meeting chaired by Deputy Prime Minister Ho Duc Phoc.

The ministry aims for the group’s output value and revenue to grow by at least 10% annually during 2026–2030, with the same target toward 2035.

The restructuring plan covers business activities, financial restructuring, capital and asset arrangements, and changes to management and personnel. It also outlines the reorganization of the parent company and its member units and sets an implementation roadmap.

Transforming Vietnam Railways into a business group would build on its current parent–subsidiary structure but must create genuine internal momentum rather than simply change the model, he added.

The proposed group could support the development of railway manufacturing, including locomotives, carriages and equipment, while expanding logistics services and operating high-speed and other rail lines.

The deputy prime minister asked the Ministry of Finance to coordinate with the Government Office to finalize the proposal and submit it to competent authorities for consideration.
