HCMC – Prime Minister Pham Minh Chinh and his Russian counterpart Mikhail Mishustin have committed to transforming economic, trade, and investment cooperation into the primary engine of their bilateral partnership during their talks in Moscow, Russia on March 23.
Central to this strategic shift is the signing of a historic intergovernmental agreement to construct a nuclear power plant in Vietnam, a project hailed as another milestone of the comprehensive strategic partnership between the two nations.
Beyond the nuclear milestone, the two government leaders pledged to maximize the Vietnam-Eurasian Economic Union (EAEU) Free Trade Agreement to further open markets for each other’s exports.
While reaffirming that oil and gas remains a traditional pillar of bilateral cooperation, they agreed to pivot toward green growth, exploring new frontiers in clean and renewable energy. This includes leveraging existing joint ventures to ensure regional energy security while simultaneously tackling the challenges of sustainable development.
Science and technology are set to become a new fundamental pillar of cooperation, with 2026 designated as the Cross-Year of Science and Education. Prime Minister Chinh also invited Russian expertise in designing and transferring technology for metro systems in Hanoi and HCMC.
By expanding research in Artificial Intelligence (AI) and information technology, the talks signaled a decisive move to modernize the Vietnam-Russia relationship, ensuring it remains a stabilizing force for mutual prosperity in a changing global landscape.
