HCMC – Vietnam and Russia agreed on March 5 to expand cooperation in fire prevention, firefighting and rescue services, including training, technology transfer and joint drills.

The agreement was reached during talks in Hanoi between Public Security Minister Luong Tam Quang and Russian Emergencies Minister Aleksandr Kurenkov.

Both sides agreed to increase exchanges at all levels and deepen cooperation in early warning, emergency prevention and disaster response amid increasingly severe climate-related risks.

Quang proposed that the Russian ministry provide documents and share technical expertise and operational experience in running its early warning command center. The information would support Vietnam’s newly inaugurated fire alarm command and information center, which began operations in January 2026.

He also called for continued Russian support in training and capacity building for Vietnamese firefighting and rescue personnel, as well as technology transfer and cooperation in manufacturing specialized equipment.

According to Quang, the two ministries have maintained regular delegation exchanges and shared experience in emergency prevention and response. Officials have also participated in exhibitions and scientific seminars on firefighting, rescue and disaster prevention.

Quang noted that bilateral relations have expanded across politics, security, science, education and trade since the official visit to Russia by Party General Secretary To Lam in May 2025.

Kurenkov congratulated Vietnam on the outcome of its 14th National Party Congress and affirmed that cooperation between Russian emergency and law enforcement agencies and Vietnam’s Ministry of Public Security remains a pillar of the comprehensive strategic partnership between the two countries.

The two ministers agreed to organize a joint firefighting and rescue drill in the near future, simulating a fire and explosion at a critical energy facility in Vietnam.
