HCMC – The Ministry of Industry and Trade has approved the price for electricity imported from Laos at 6.78 cents per kilowatt hour (kWh) for hydropower and 6.4 cents for wind power.
Effective from December 31, 2025, this decision establishes a price ceiling for electricity imports between 2025 and 2030. Hydropower imports will be capped at 6.78 cents per kWh, while wind power rates will not exceed 6.4 cents per kWh, a reduction of 0.55 cents compared to current rates.
The Vietnam Electricity Group (EVN) is expected to negotiate with Lao power plants based on this new price framework.
Previously, EVN’s subsidiary, Electricity Power Trading Company, proposed a lower price ceiling for wind power at 5.51 cents per kWh, accounting for reductions in investment costs over time.
These imports from Laos, alongside planned upgrades to Vietnam’s power transmission system, are aimed at enhancing the country’s sustainable energy supply. Additionally, the electricity imports are seen as a cost-saving strategy that reduces the need for significant domestic investment in renewable energy projects.
Vietnam plans to import 3,000 megawatts (MW) of electricity from Laos by 2025, with expectations to increase imports to 5,000 MW by 2030. However, the forecast capacity for 2025 is expected to be approximately 1,977 MW.
