HCMC – Vietnam aims to save at least 3% of its total electricity consumption this year, while striving for 10% of public offices and households nationwide to install self-produced rooftop solar systems.
These objectives are central to Directive No. 10/CT-TTg, signed by Prime Minister Pham Minh Chinh on March 30, regarding the enhancement of electricity conservation and rooftop solar development.
Under this directive, the 3% annual saving target is augmented by a mandatory minimum 10% reduction during peak summer months (April through July). The Government mandates the synchronized implementation of Demand Side Management and Load Adjustment (DSM/DR) programs, aiming to shave at least 3,000MW of load during peak hours when the system faces supply-demand imbalances.
To bolster local energy autonomy, the prime minister is pushing for the development of self-produced rooftop solar, prioritizing installations at public offices, industrial facilities, and households. The integration of battery energy storage systems (BESS) is encouraged to mitigate peak-hour pressure.
The annual goal is for 10% of public offices and households to adopt these systems, or alternatively, to reach an aggregate capacity representing 20% of the planned rooftop solar installations for the 2026-2030 period in each locality. Localities are urged to proactively develop tailored plans to meet these targets.
Furthermore, the directive calls for the maximum mobilization of on-site and backup power sources from enterprises and production facilities during periods of power shortages. Vietnam Electricity Group (EVN) is specifically tasked with reducing system-wide power loss to below 6%.
