HCMC – The Ministry of Public Security has announced new rules requiring Vietnamese citizens to submit biometric data, including photos and fingerprints, at border checkpoints beginning January 1.
The rule, detailed in Circular No. 59/2024/TT-BCA, amends existing guidelines on immigration control. Biometric data collection is now included as part of entry and exit procedures to improve identification and data security, the ministry said.
The policy builds on measures introduced in July 2024, when biometric information became mandatory for citizens applying for identification cards. This data is used to verify personal information and enhance database security.
The circular also introduces changes to how immigration is verified. Under the new rules, exit and entry stamps may no longer be required if the National Database on Immigration is accessible. Stamps will still be used if the database connection is unavailable.
The Ministry of Public Security, in collaboration with the Ministry of Defense, is tasked with developing detailed processes for automated border control.
The circular allows authorities to suspend a citizen’s ability to leave the country under circumstances outlined in the 2023 Law on Exit and Entry. Officials will also oversee order at checkpoints, guide passengers, and address questions to ensure smooth immigration procedures.
