HCMC – Motorcycles and mopeds in Hanoi and HCMC must undergo mandatory emission testing starting July 1, 2027, according to a newly issued Government decree.
This regulation, outlined in Decision No. 13/2026/QD-TTg, establishes a formal roadmap for applying national technical standards to road vehicles to curb urban air pollution. Following the initial phase in the two major cities, the requirement will expand to other centrally-run cities by July 1, 2028, and nationwide to all remaining provinces by July 1, 2030, though local authorities may choose to expedite this timeline based on practical conditions.
The new policy introduces a tiered classification system where emission standards are determined by the vehicle’s year of manufacture or import. For motorcycles, models produced before 2008 must meet Level 1 standards, while those from 2008 to 2016 are required to satisfy Level 2, and newer units from 2017 to mid-2026 must adhere to Level 3.
Motorcycles manufactured from July 1, 2026 onwards must comply with the most stringent Level 4 standards. Similarly, mopeds under 50cc follow a specific path where pre-2016 models start at Level 1, shifting to Level 2 for those produced up to mid-2027, and Level 4 for all units manufactured thereafter.
By January 1, 2028, all motorcycles and mopeds circulating in Hanoi and HCMC are strictly required to meet at least Level 2 emission standards to remain road legal.
