Vietnam to set up 3,000 motorbike emissions testing facilities

HCMC – Vietnam plans to set up nearly 3,000 emissions testing facilities for motorbikes and scooters to accommodate new regulations, reported the local media .

Vietnam Register under the Ministry of Transport (MOT) stated that these facilities aim to prevent bottlenecks as emissions testing becomes mandatory.

To address an expected surge in demand, Vietnam Register has proposed three regulatory circulars to facilitate implementation and ensure sufficient infrastructure.

The MOT is collaborating with the Ministry of Natural Resources and Environment to finalize a detailed emissions testing plan. The roadmap, which will align with practical needs, is set to be submitted to the prime minister.

The Government also plans to include emissions testing fees in the list of regulated vehicle registration charges, according to Vietnam Register.

Existing vehicle maintenance and repair facilities will be utilized for emissions testing, minimizing the need for significant new investments. Private service centers operated by motorbike manufacturers will also be part of the nationwide network. Leveraging shared facilities could help lower testing costs, Vietnam Register noted.

The emissions standards will be introduced in phases to allow adequate preparation. Motorbikes less than five years old will receive automatic certification, while vehicles between five and 12 years old will require testing every two years. Older motorbikes will need annual testing.

The Government is working to establish testing cycles that balance the needs of the public and businesses, ensuring a smooth transition to the new regulations.
