HCM – The 10th and final sitting of the 15th National Assembly officially opened in Hanoi City this morning, October 20. The meeting is expected to last 40 working days with a record legislative agenda.
In his opening speech, National Assembly Chairman Tran Thanh Man highlighted Vietnam’s significant and historic achievements under the comprehensive leadership of the Party and the collective efforts of the entire political system and the people. He said the 13th Party Central Committee plenum successfully concluded, paving the way for the 14th National Party Congress and shaping the country’s strategic path for a new revolutionary phase.
He added that the 10th and last sitting of the legislature not only reviews the ongoing tenure but also marks the beginning of a new period of development, coinciding with activities to celebrate the 80th anniversary of the first general election of the Vietnamese National Assembly.
According to Chairman Man, lawmakers will review and pass 53 draft laws and resolutions, the largest legislative agenda in the National Assembly’s history. This reflects the principle that legislation must stay ahead to facilitate innovation and be guided by the people’s wellbeing and interests.
The proposed laws cover most critical sectors, including land, investment, planning, construction, environment, and energy. They aim to institutionalize new Party resolutions, remove institutional bottlenecks, and ensure healthier corporate bond and real estate markets.
The session will also review reports on the 2021–2026 performance of key state bodies, including the State President, Government, National Assembly Standing Committee, and other top institutions. The NA will pass a resolution reviewing the 2021–2026 tenure and propose measures to further improve the effectiveness of these bodies for the 2026–2031 term.
Addressing recent natural disasters that caused severe damage across several provinces, the National Assembly extended its deep sympathy to affected communities and praised local authorities, military forces, police, and volunteers for their rescue and relief efforts. The Assembly urged the Government to continue providing emergency aid and to review policies on disaster prevention and climate change response to ensure sustainable national development. Before the opening session, deputies made donations in support of residents affected by recent storms and floods.
The opening session was attended by Party General Secretary To Lam, former Party General Secretary Nong Duc Manh, State President Luong Cuong, Prime Minister Pham Minh Chinh, former Prime Minister Nguyen Tan Dung, and former National Assembly chairs Nguyen Van An, Nguyen Sinh Hung, and Nguyen Thi Kim Ngan, among other current and former leaders.
Le Quang Manh, permanent deputy chairman of the National Assembly Office, stated that the 10th sitting marks the final one of the 2021–2026 tenure and will comprehensively review the Assembly’s performance and deliberate the largest-ever legislative agenda. The decisions made in this session, he emphasized, will help fulfill the goals set at the 13th National Party Congress and the 2021–2025 five-year development plan, laying a solid foundation for the next tenure toward a prosperous and civilized nation.
Given the extensive workload, the National Assembly has introduced several procedural improvements, including the use of electronic parliament systems and artificial intelligence in various operations. Unlike in previous years, the sitting will not include a mid-term break or a Q&A session.
Earlier in the morning, Party and State leaders, along with National Assembly deputies, laid wreaths and paid tribute to President Ho Chi Minh at his mausoleum before attending preparatory and opening meetings at the Dien Hong Hall. The opening ceremony was broadcast live on national television and radio.
