Vietnam’s Party chief calls for stronger technology ties with China

HCMC – Vietnam’s Party General Secretary To Lam today, April 14, proposed Vietnam and China elevate technology as a new pillar of their bilateral relationship during his talks with Chinese Party General Secretary and President Xi Jinping.

The Vietnamese Party chief expressed confidence that Chinese leader Xi Jinping’s state visit would mark a new milestone in the history of friendship between the two Parties, the two countries, and the two peoples, local media reported.

He said it would further deepen the comprehensive strategic cooperative partnership and help advance the building of a Vietnam–China community with a shared future of strategic significance.

Lam emphasized that Vietnam always considers strengthening ties with China an objective necessity, a strategic choice, and a top priority in its foreign policy.

Chinese leader Xi Jinping affirmed that China remains committed to a policy of friendship with Vietnam, regards Vietnam as a priority in its neighborhood diplomacy, and consistently supports Vietnam’s prosperity and the well-being of its people.

Regarding the future direction of bilateral relations, both sides agreed to maintain regular high-level exchanges, upgrade the strategic dialogue mechanisms between their Ministries of Foreign Affairs, Defense, and Public Security to the ministerial level, and strengthen practical cooperation across various sectors.

Vietnam and China will establish an intergovernmental railway cooperation committee to promote railway development. The two sides also agreed to organize activities to mark the “China–Vietnam People-to-People Exchange Year 2025”.

To Lam called on both sides to promote cooperation in digital transformation and science and technology as a new highlight of Vietnam–China relations. He urged stronger collaboration in key technological sectors, efforts to boost more balanced trade and higher-quality investment, with a focus on implementing major, exemplary projects in Vietnam. He also proposed China support Hanoi and other major cities to cope with air pollution.

Xi Jinping called for both sides to deepen strategic trust and enhance exchanges on state governance. He also emphasized the need to effectively align the Belt and Road Initiative with Vietnam’s “Two Corridors, One Belt” framework. He welcomed the growing volume of Vietnamese exports to China and encouraged more Chinese firms to invest in Vietnam.

Xi also advocated for stronger cooperation in production and supply chains, and expanded collaboration in high-tech sectors such as 5G, artificial intelligence, the Internet of Things, semiconductors, green development, and the transformation of scientific and technological innovation into practical productivity.

Following the talks, the two leaders reviewed and were briefed on 45 cooperation agreements signed between the two countries.
