HCMC – The Ministry of Transport has approved a VND40-trillion expansion of the HCMC-Trung Luong-My Thuan expressway to ease congestion and improve connectivity between HCMC and the Mekong Delta region.

The project, covering more than 96 km, will be developed under a public-private partnership (PPP) model. It will stretch from Cho Dem Junction in HCMC’s Binh Chanh District to the northern end of My Thuan 2 Bridge in Cai Be District, Tien Giang Province.

The HCMC-Trung Luong section will be upgraded to an eight-lane highway with a design speed of 120 km/h. Upon completion, the section from Beltway No. 4 to Trung Luong will have 10 lanes, while the Cho Dem-Beltway No. 4 section will be expanded to 12 lanes.

The Trung Luong-My Thuan section will have six lanes and a design speed of 100 km/h. It will include smart transportation systems, toll stations, and rest areas.

The project will be funded with 15% equity capital and 85% from loans and other sources. A revenue-sharing mechanism will be applied in accordance with current regulations.

A consortium of investors will lead the project, including Deo Ca Group, HCMC Technical Infrastructure Investment JSC, Tasco JSC, Hoang Long Investment and Construction Corporation, and CII Service and Investment Company. The Ministry of Transport has assigned Project Management Unit 7 to oversee feasibility for approval.

The expansion aims to reduce traffic congestion and enhance transport efficiency between Vietnam’s southern economic hub and the Mekong Delta. It is part of broader infrastructure plans to strengthen economic links and improve national security.
