Widening of Beltway 3 proposed

HCMC – The 130km Beltway 3, traversing HCMC and neighboring Dong Nai and Tay Ninh provinces, will be expanded to its full planned scale of eight lanes with its total investment capital revised up to over VND60 trillion.

This is part of the proposal made by the HCMC Department of Construction and submitted to the City People’s Committee to petition the Ministry of Construction for Prime Ministerial approval to finalize the Beltway 3 investment policy. This is aimed at standardizing the route, which is currently being developed in phases with inconsistent technical specifications.

Currently, the 76.34-km section approved under Resolution 57/2022/QH15 is being implemented as a limited four-lane expressway with a design speed of 80 km/h and intermittent emergency stopping lanes. While Component Project 1A (8.75km) was completed and opened in 2025 as a four-lane road, the Ministry of Construction has since adjusted its investment policy to upgrade this section to four-lane expressway standards and add a second span to Nhon Trach Bridge to reach an eight-lane capacity.

Furthermore, a 15.3-km stretch overlapping the My Phuoc-Tan Van road is currently operating as a six-lane urban road, while the Ben Luc-Long Thanh expressway section is under construction with four full lanes and is expected to reach completion in 2026.

This lack of uniformity across different segments has raised concerns regarding the overall traffic flow and carrying capacity of the entire beltway. After reviewing potential scenarios, the HCMC Department of Construction has recommended the option: investing in a comprehensive expansion to eight full expressway lanes.

This plan is designed to meet future traffic demand, mitigate congestion risks, and align with the urban spatial development and socio-economic requirements of HCMC and the surrounding region.
