HCMC – The Ministry of Public Security held a groundbreaking ceremony today morning (October 19) for the PVF Stadium, a 60,000-seat facility featuring the most advanced dome roof technology in Vietnam and among the most modern in the world.

Located at the PVF Youth Football Training Center in Nghia Tru Commune, Hung Yen Province, the project is invested by the Ministry of Public Security and carried out under an engineering, procurement and construction contract by Vinhomes JSC, a member of Vingroup.
Speaking at the ceremony, General Luong Tam Quang, minister of Public Security, said the PVF Stadium project, part of the People’s Public Security sports complex, represents an important cultural and sports facility that helps realize the aspiration for top-level sports development within the People’s Public Security force and Vietnamese sports as a whole.
The project is expected to foster comprehensive human development and contribute to building a strong and prosperous nation in line with the Party’s orientation.
“This will also be a venue where people can engage in physical activities, improve their health, and make the movement of exercising following President Ho Chi Minh’s example a habit and part of everyday life. This, in turn, will strengthen the close bond between the police force and the people,” Minister Quang said.
Pham Thieu Hoa, chairman of Vinhomes JSC, said the PVF Stadium is designed to be one of Asia’s premier sports facilities within a 92-hectare sports and service complex. With 60,000 seats and FIFA-standard infrastructure, it would be eligible to host major international events, including World Cup matches.
“This will be also Vietnam’s first stadium equipped with an advanced retractable roof system inspired by the AT&T Stadium in the United States—the world’s largest stadium with a retractable roof,” he noted.
He added that a standout feature of the PVF Stadium is its giant dome roof, which can fully open or close within just 12 to 20 minutes—a technology being applied in Vietnam for the first time.
Covering a total area of more than 55,000 square meters, the stadium would be able to seat 60,000 spectators at a time among four main stands—A, B, C and D. There would be specialized areas for technical operations, security, broadcasting, media, players, VIPs, and food services.
It will also feature an 18-hectare outdoor plaza and modern parking facilities.
The roof uses advanced PTFE material that allows natural light transmission, prevents heat absorption and UV rays, reduces noise, keeps the interior cool, saves energy, and ensures exceptional durability over time.
The pitch employs hybrid modular turf technology—a mix of natural grass and synthetic fibers—for improved durability, fast drainage, heavy load tolerance, and easy maintenance.
The stadium will be equipped with large LED screens and a modern sound and lighting system suitable for live broadcasting, offering spectators an immersive visual experience.
