HCMC – The Government has issued a resolution on the implementation of the North-South high-speed railway project, tasking relevant ministries and agencies with completing all necessary procedures to ensure construction begins before 2027.
According to the investment policy approved by the legislature, the cross-country high-speed railway will have a total length of 1,541 kilometers, with a design speed of 350 kilometers per hour and an axle load of 22.5 tons.
The project will include 23 passenger stations and five freight stations, along with investment in vehicles and equipment for passenger transport. It will also meet national defense and security requirements and be capable of transporting cargo when necessary.
A consulting contractor is to be selected, with the feasibility study report scheduled for submission to the Prime Minister by August 2026.
The appraisal council is scheduled to present the report for approval in September 2026. Local authorities and Vietnam Electricity Group are expected to complete compensation and resettlement efforts before December 2026.
The Ministry of Construction will select contractors for the construction phase and ensure that all conditions are met for groundbreaking before December 31, 2026. The project is expected to be built, completed, and put into operation from 2035.
Regarding the development of transit-oriented urban areas around high-speed railway stations, local authorities are required to work with the ministry to review and adjust zoning plans for areas surrounding the stations.
Local authorities are responsible for preparing and approving land development projects under the TOD model at railway stations. They are also required to allocate local budgets for compensation, resettlement, and the creation of land banks for urban development auctions.
Land in areas surrounding the stations will be auctioned to support urban development and generate revenue for both local and central governments to reinvest.
