HCMC – Major construction packages of the HCMC–Moc Bai Expressway are scheduled to get off the ground in March and April 2026, as authorities move forward with technical approvals and investor selection.
Package XL01 is expected to start construction in March, followed by package XL03 in April, reported the Vietnam News Agency. The city has also approved the investor selection plan, and bidding documents and contract procedures are being finalized to allow construction to begin after agreements are signed.
The expressway will stretch 51 kilometers between Beltway No. 3 in HCMC and National Highway 22 in Tay Ninh Province, according to the Vietnam News Agency. The first phase will include four lanes with a total investment of VND19.6 trillion. The project is divided into four component parts.
Construction under component project No. 2 began in December 2025 with an overpass at Provincial Road 8. Contractors have since carried out geological surveys and foundation testing in weak soil areas. Construction activity expanded on February 26 at sections where land had already been cleared.
Land clearance has progressed in both localities. HCMC has compensated 1,709 out of 2,121 affected cases, disbursing nearly VND4.3 trillion, or about 80% of the total. Tay Ninh Province has paid more than VND2.7 trillion in compensation and handed over 93% of the required land.
