HCMC – A heated discussion took place among National Assembly deputies on November 27 over a proposal to impose a 10% special consumption tax on sweetened beverages.
The tax aims to reduce consumption of sugary drinks and address health issues such as obesity and non-communicable diseases.
Nguyen Thi Le Thuy, a deputy from Ben Tre Province, raised concerns about the tax’s effectiveness. While it may lower consumption, she argued there is no definitive evidence it would reduce obesity or related health conditions. Thuy emphasized the need for a thorough review of the tax’s public health impact.
Deputy Pham Van Hoa from Dong Thap Province warned of potential economic consequences. He proposed a phased implementation to help producers of sweetened beverages adapt, cautioning that an excessive tax could lead to the proliferation of illicit or counterfeit sugary drinks.
In contrast, Cam Thi Man, a deputy from Thanh Hoa Province, supported the tax, asserting it could promote healthier consumer choices and help combat obesity.
However, studies on the proposal highlight possible negative economic impacts. The beverage industry, which makes up 38% of businesses in the sector, could see reduced production. Experts also warned that the tax could affect 24 related industries, potentially slowing GDP growth.
Lawmakers called on the Government to provide more detailed analyses to ensure the tax balances health objectives with economic stability.
