HCMC – Party General Secretary To Lam has underscored the need for Vietnam’s comprehensive economic reforms, including streamlining Government operations, to propel the country into a new era of growth and prosperity.
Addressing a teleconference held on January 8 to review the Government’s performance in 2024 and outline goals for 2025, Lam emphasized the pivotal importance of this year, the final year of the current five-year socioeconomic development plan.
With the 14th National Congress of the Communist Party of Vietnam approaching in 2026, Lam stressed the urgency of accelerating restructuring efforts and called for “bold, decisive, resolute, revolutionary, and comprehensive” economic management reforms, reported the Vietnam News Agency.
Streamlining the political system is identified as a top priority, according to Lam. This involves creating a more efficient Government, not solely through job cuts, but also by enhancing transparency and decentralizing decision-making.
Lam urged the Government to abandon the “ask-and-give” mechanism and shift towards “result-based management,” transitioning from a pre-control to a post-control approach to create a more dynamic and pro-business environment.
He stated the principle is that an issue or content should be regulated by only one law, and businesses are free to operate in any area not explicitly prohibited by law.
The Party chief highlighted the need to maintain macroeconomic stability while pursuing higher growth rates. He set the economic growth target of 8% in 2025 and double-digit growth in the 2026-2030 period.
Vietnam’s top leader also urged the Government to deepen market reforms, invest in infrastructure, promote innovation, develop human capital, and strengthen social safety nets.
