Hanoi allocates VND5.4 trillion for Beltway 4 frontage road

HCMC – Hanoi has earmarked nearly VND5.4 trillion to build a frontage road that runs parallel to the Beltway No. 4 project in the Hanoi Capital area to alleviate congestion and enhance regional connectivity, reported the local media.

The 58-kilometer frontage road will feature six highway lanes plus feeder roads, with construction slated for completion by the fourth quarter of this year. The Hanoi City People’s Committee has assured measures to address potential delays.

Bidding documents will be issued in February, with investors chosen under a public-private partnership (PPP) model by the first quarter.

Spanning seven localities, the frontage road will allow for speeds of up to 80 km/h, but certain sections will have lower speed limits.

The Beltway No. 4 project covers 113 kilometers, linking the Hanoi–Lao Cai Expressway to the Noi Bai–Halong Expressway, and spans three provinces: Hanoi, Hung Yen, and Bac Ninh. With a total cost of over VND85.81 trillion, the beltway was launched in mid-2023 and comprises seven independently managed sub-projects.

Hanoi oversees three sub-projects: the frontage road, expressway construction, and resettlement. The frontage road is expected to be operational by late 2025, while the expressway is scheduled for completion in 2027.

Land clearance has made significant progress, reaching nearly 99% for one sub-project, with resettlement infrastructure ready for affected residents. Another segment, with 43% of construction work completed, is expected to open by late 2025.

Local authorities have prioritized uninterrupted construction during the Lunar New Year to ensure deadlines are met.
