HCMC – Binh Duong Province plans to mobilize VND100 trillion, or nearly US$4 billion, to develop infrastructure as part of its 2021-2030 development plan, reported the local media.
The initiative aims to help the province achieve the centrally-governed city status by 2030. To support its goals, the provincial government has identified key investment projects.
Funds will be sourced from state budget revenues, wage reform reserves, and central government assistance. The province’s total budget revenue is expected to reach VND94.5 trillion in 2025.
To improve traffic connectivity with HCMC, seaports, and airports, the province will center on key projects such as Beltway No. 4 and the HCMC-Thu Dau Mot-Chon Thanh expressway.
Other proposed projects include urban railways, such as the Suoi Tien-Binh Duong New City route and the Bau Bang-Di An railway. It is also studying light rail transit (LRT) systems to connect urban areas, with proposals to be submitted to the Government for approval.
The province is also focusing on building a science and technology park and an IT cluster to support a knowledge-based economy, as well as efforts to modernize older urban areas and develop smart, green urban zones linked to public transit.
