HCMC to have 3,000 new social homes in 2025

HCMC – HCMC is set to deliver 3,000 new social homes this year, with four projects scheduled for completion and eight additional projects breaking ground, adding 7,945 new units to the pipeline, according to the city’s Department of Construction.

Since 2021, the city has completed five social housing projects with 2,377 units, along with a partially completed worker dormitory project with 368 units. Currently, four projects—three social housing developments and one worker housing project—are under construction, with a combined scale of 2,874 units.

In the 2021-2025 period, HCMC aims to complete eight social housing projects and one worker dormitory project, marking significant progress in addressing the city’s affordable housing demand.

Local authorities are stepping up efforts to accelerate social housing development. Monthly thematic meetings are being held to streamline project approvals, and a dedicated task force has been established to resolve investment procedures. The city is also hosting investment promotion conferences to attract private sector participation.

So far, 11 businesses have committed to developing about 40,000 social housing units in collaboration with the city’s Labor Federation. Additionally, three state-managed land plots are set for auction, potentially adding 3,000 more units to the city’s inventory.

Efforts to expand social housing include removing regulatory bottlenecks, implementing national directives, and expediting project timelines. The city is also formulating a social housing strategy specifically for workers, armed forces personnel, and public sector employees.

The HCMC People’s Council has passed Resolution 09, offering full interest rate subsidies for social housing project loans. Authorities are also exploring additional financial incentives to ensure both project viability and affordability.

Under Vietnam’s national housing development plan (2021-2030), HCMC aims to build between 69,700 and 93,000 social homes by 2030. For the 2021-2025 period, the city targets 26,200 to 35,000 units, with the remaining 43,500 to 58,000 units planned for 2026-2030.
