Vietnam imposes temporary anti-dumping tariffs on HRC imports from China

HCMC – Vietnam has imposed temporary anti-dumping tariffs on hot-rolled coil (HRC) steel imports from China, with rates ranging from 19.38% to 27.83%, according to the Ministry of Industry and Trade.

The tariffs, announced on February 21, will take effect 15 days after the date of issuance and remain in place for 120 days. HRC imports from India are exempt due to their limited market share, reported the Vietnam News Agency.

The decision follows an investigation into dumping practices, which assessed the impact of Chinese and Indian HRC imports on Vietnam’s domestic steel industry. Authorities found evidence of price undercutting by Chinese imports. However, since Indian imports accounted for less than 3% of total supply—falling below the legal threshold under Vietnam’s Foreign Trade Management Law—anti-dumping measures were deemed unnecessary for Indian steel.

Vietnam’s HRC imports last year totaled 12.6 million tons, a 33% increase against the previous year. Despite the Government’s anti-dumping investigation launched in July 2024, Chinese imports continued to rise, raising concerns about market disruptions.

The Ministry of Industry and Trade stated that the temporary tariffs are intended to curb rising imports and safeguard domestic steel production. The measure aligns with Vietnam’s trade regulations and global commitments to fair competition.
