HCMC – The Construction Department of HCMC has proposed building an interchange connecting Rung Sac road and the Ben Luc–Long Thanh Expressway at a total cost of nearly VND3 trillion.

The project is expected to start construction in the second quarter of 2026 and finish in the first quarter of 2028, the department said. It would open a new transport link to the former Ba Ria–Vung Tau Province area, which is part of the expanded HCMC.

Under the proposal, the project will feature a grade-separated interchange between the expressway and Rung Sac road in former Can Gio District, with connecting ramps designed for speeds of up to 40km/h. On the expressway itself, an additional carriageway will be built to expand the route to eight lanes, designed for speeds of up to 100km/h.

Rung Sac road will also see the construction of two two-way underpasses. Each tunnel will be 610 meters long, including 150 meters of underground passage and 230 meters of open approaches with retaining walls. The carriageway inside the tunnels will be 10 meters wide.

The estimated investment includes VND1.16 trillion for land clearance and resettlement, VND1.2 trillion for construction and equipment, and the rest for management, consulting and contingencies.

Travel between Can Gio and downtown HCMC now relies mainly on the Binh Khanh ferry service, which often faces congestion. Local authorities said the new interchange, along with future coastal or cross-sea links to the former Ba Ria–Vung Tau area, would cut travel times, improve logistics and support regional development.
