HCMC – Thanh Hoa Province police have arrested Tran Van Thuc, deputy head of the provincial Party Committee’s Propaganda and Mass Mobilization Commission, for the misconduct he allegedly committed while serving as director of the Department of Education and Training.
The provincial People’s Procuracy on September 15 approved the decision to prosecute and detain Thuc, who is accused of “falsifying documents while on duty” under Article 359 of Vietnam’s Penal Code. Authorities said the violations occurred while he was serving as director of the Education and Training Department, reported local media.
Born in 1969 in Hoang Quy Commune, Thuc was appointed director of the Thanh Hoa Department of Education and Training in November 2020. In March 2025, he was reassigned to the provincial Party Committee before being indicted this month.
His arrest comes amid a broader probe into exam fraud in the province. Police recently charged several officials over alleged score manipulation in the entrance exam for 10th-grade students in the 2024-2025 academic year.
On August 5, investigators detained Vu Ngoc Liem, former principal of Ngoc Lac High School and chairman of its exam council, and placed travel restrictions on former teacher Ngo Thi Tuyet. They are accused of raising one candidate’s score from 24.4 to 39.4 points, making the student the top entrant to Le Hong Phong High School.
In July, police also charged six exam supervisors at Tinh Gia 4 High School after discovering that a test paper had been altered, with answers added after submission.
