HCMC – Construction Corporation No.1 (CC1) has proposed Dong Nai Province develop two key bridge projects, namely Cat Lai and Dong Nai 2. If approved, both are expected to break ground by the end of this year.
Following discussions with the Dong Nai People’s Committee, CC1 said it has hired consultants to prepare project documentation for the two proposed bridges. The company has reviewed multiple investment options aimed at optimizing state participation and project efficiency.
According to CC1, the Cat Lai ferry service is still essential for travel between HCMC and Dong Nai, particularly when traffic on the HCMC-Long Thanh Expressway and National Highway 51 is congested.
To address this, CC1 has proposed building an 11.7-kilometer cable-stayed Cat Lai Bridge connecting HCMC’s Cat Lai Ward with Nhon Trach Commune in Dong Nai Province. The project would start at My Thuy Intersection (Km1+500) and end at the Ben Luc–Long Thanh Expressway (Km13+145). Construction is planned from 2025 to 2029.
The project would be divided into three components. The first involves site clearance and the expansion of Nguyen Thi Dinh Street, developed under a public-private partnership (PPP) with a build-transfer (BT) contract funded by HCMC’s budget, at a total cost of VND4.975 trillion. The second covers site clearance in Dong Nai, financed by the provincial budget, at a cost of almost VND3 trillion. The third component involves construction of the main bridge and connecting roads to the Ben Luc–Long Thanh Expressway, implemented under a PPP model with total investment estimated at over VND12.56 trillion.
CC1 said traffic congestion caused by growing container volumes at ports and industrial zones has strained existing infrastructure and raised logistics costs. The proposed Dong Nai 2 Bridge would provide a new route linking the northern and northeastern areas of HCMC with Dong Nai, easing pressure on Hanoi Highway and the HCMC-Long Thanh–Dau Giay Expressway.
The 11.8-kilometer project would connect Long Phuoc Ward in HCMC with Tam Phuoc Ward in Dong Nai. It would start at Go Cong Intersection on HCMC’s Beltway No. 3 (Km1+500) and end at National Highway 51. Construction is planned for 2025–2028.
This project would also consist of three components. The first includes a 4.8-kilometer connecting road from Go Cong Intersection to the bridge site in HCMC, 60 meters wide, invested under a PPP model with total capital of VND4.623 trillion. The second involves site clearance on the Dong Nai side, financed by the provincial budget, estimated at VND724 billion. The third component covers the construction of the main bridge and a 9-kilometer connecting road (Provincial Road 777B) to National Highway 51, implemented under a PPP model with total investment of VND6.41 trillion.
CC1 has proposed that Dong Nai authorities expedite legal procedures and allow the projects to proceed without an architectural design competition. The company also suggested applying the direct contractor appointment method under the PPP Law for investor-initiated projects that do not use state capital.
