HCMC launches Public Administrative Service Center

HCMC – HCMC today, December 31, officially launched its Public Administrative Service Center, marking a key step in the city’s efforts to shift from a control-based administrative model to a service-oriented approach.

The center, located at 43 Nguyen Van Ba Street in Thu Duc Ward, began formal operations after a two-day trial run. It serves as a centralized hub for receiving and returning results for administrative procedures for residents and businesses across the city.

Speaking at the event, Vice Chairman of the HCMC People’s Committee Nguyen Manh Cuong said the establishment of the center reflects the city’s strong political commitment to administrative reform, in line with the HCMC Party Congress Resolution for the 2025–2030 term and preparations for the 14th National Party Congress.

“This is not only a change in organizational structure but also a fundamental shift in governance mindset,” he said. “The city places citizens and businesses at the center, with satisfaction as the key measure of administrative performance.”

According to the HCMC People’s Committee, the center functions as a single focal point for handling administrative procedures under the authority of city departments and agencies, as well as certain centrally managed bodies operating vertically. It also processes applications under the jurisdiction of wards and communes, regardless of administrative boundaries.

City departments have been instructed to assign qualified personnel with strong professional capacity and service-oriented attitudes to the center. Training programs are being implemented to standardize procedures and improve service quality.

Authorities are also reviewing and simplifying internal and digital workflows to enhance transparency, shorten processing times, and accelerate digitalization and the use of shared data.

Vice Chairman Cuong tasked the Department of Science and Technology, in coordination with the Digital Transformation Center and the Office of the People’s Committee, with upgrading IT infrastructure to ensure seamless connectivity from the city level to local administrations. He also called for closer alignment between the center’s operations and HCMC’s broader digital transformation and innovation strategy, with greater participation from the business community.

The center is expected to play a key advisory role in administrative reform by proposing process improvements and expanding the use of digital technologies and data.

It will also monitor the real-time processing of applications by city departments, tracking volumes, on-time and overdue cases, causes of delays, and institutional responsibilities. This data will support online supervision and decision-making by city leaders, strengthening administrative discipline and accountability.

Nguyen Tuan Anh, director of the HCMC Public Administrative Service Center, said the center would translate the city’s directives into concrete action plans. He added that staff would continuously improve professionalism, service attitudes, and data utilization, with citizen and business satisfaction serving as the core benchmark for daily performance.
