HCMC has invested heavily to combat flooding, and repair and elevate road surfaces. Despite numerous projects, the effectiveness has not matched the investment, as flooding has worsened. Each year, authorities identify various new flood-prone sites. Recent statistics from the HCMC Department of Construction indicated that there had been 18 flood-prone locations by 2023. These included 13 arterial roads flooded by rainwater, such as Phan Anh, Le Duc Tho, Quang Trung, Nguyen Van Khoi (Cay Tram), Ho Hoc Lam, National Highway 1A, Dang Thi Ranh, Duong Van Cam, Kha Van Can, Bach Dang, Thao Dien, Quoc Huong, and Nguyen Van Huong. Additionally, five arterial roads were inundated by flood tides: Huynh Tan Phat, Tran Xuan Soan, Le Van Luong, Dao Su Tich, and National Highway 50. The department reported ongoing repairs to the drainage systems on Nguyen Van Khoi, Le Van Tho, Quang Trung (from Pham Van Chieu to Cho Cau), and Le Duc Tho (from Pham Van Chieu to Cau Cut) roads to gradually eliminate these flood-prone spots.
