Ba Ria-Vung Tau health department director charged with violations of bidding rules

HCMC – Pham Minh An, director of the Department of Health of Ba Ria-Vung Tau Province, has been charged with violations of bidding regulations, according to local media.

Local police announced on May 2 that they had pressed charges against An, banned him from leaving his residence, and searched his residence and workplace.

An is accused of misconduct in the bidding and procurement of equipment for a hybrid trauma and orthopedics operating room at Vung Tau Hospital.

In connection with this case, Tran Manh Hai, deputy director of the province’s Planning and Finance Department, and Do Huu Hai, director of Son Ha Construction Consulting Limited Liability Company, were arrested on April 19 for alleged negligence resulting in serious consequences.

Ta Quang Truong and Le Huu Le from Vimedimex Medi-Pharma JSC, along with Huynh Tuan Anh, former director of Ta Thien An Service Trading Company, were charged with violating bidding regulations, leading to serious consequences.

The Department of Health in Ba Ria-Vung Tau was responsible for overseeing the procurement of medical equipment for Vung Tau Hospital, with a budget exceeding VND450 billion. During the process, Vimedimex was selected as the equipment supplier for the hybrid trauma and orthopedics operating room, with a bid worth nearly VND38 billion.

Police investigations concluded that the defendants’ violations in this bidding process caused a loss of approximately VND18 billion to the State budget.

Vung Tau Hospital was put into service in 2022 after five years of construction.
