A ‘green channel’ for social housing

The Government has presented a draft resolution to the National Assembly proposing special mechanisms and policies for social housing development. If approved, these measures could shorten the development timeline for social housing projects by 375 to 525 days. Local governments directly assign social housing developers The draft resolution, consisting of 12 articles, introduces several liberal, breakthrough solutions aimed at accelerating social housing development, according to the National Assembly (NA) Legal and Judicial Committee, the agency responsible for its review. Specifically, the Government has proposed full decentralization, granting local authorities, the Ministry of Defense, and the Ministry of Public Security the authority to approve investment project policies and appoint developers for social housing and housing projects for the armed forces. The Government has proposed piloting a mechanism for assigning investors, approving investment policies, and awarding no-bid contracts to social housing developers. Under this approach, provincial people’s committees would have the authority to directly assign investors or approve investment policies for social housing projects within their jurisdictions.
