Construction Ministry takes over 13 state-run enterprises after restructuring

HCMC – The Ministry of Construction has assumed control of 13 state-run enterprises after the Ministry of Transport was merged into it.

These corporations have total registered capital of VND42.3 trillion, with the state holding VND34 trillion. The restructuring follows Government Decree No. 33, which grants the ministry oversight of these companies, the Vietnam News Agency reported.

Eight enterprises remain fully state-owned, including Vietnam Cement Corporation; Housing and Urban Development Corporation; and Vietnam Air Traffic Management Corporation. The list also includes the Shipbuilding Industry Corporation (SBIC), which is undergoing bankruptcy proceedings. Authorities are handling asset recovery for its parent company and seven subsidiaries.

Other fully state-owned enterprises include Vietnam Maritime Safety Corporation, Vietnam Maritime Electronics and Information Company, Transport Publishing House Company, and Danang Automotive and Electrical Equipment Company.

The ministry also represents the state in five joint-stock companies with varying levels of state ownership. These include Vietnam Machinery Installation Corporation, in which the state holds 97.88%; Hanoi Construction Corporation, with 98.83% state ownership; Viglacera Corporation, with 38.58%; Construction Machinery Corporation, with 98.76%; and Waterway Construction Corporation, with 36.62%.

Beyond construction, the ministry is now responsible for five transport sectors: roads, railways, inland waterways, maritime transport, and civil aviation. The restructuring consolidates infrastructure and transport oversight under one government body.
