Disbursements for national target programs extended until 2024

HCMC – The National Assembly has decided to extend the disbursement of for state budget funds until 2024 to facilitate the implementation of three national target programs.

During a session held on November 29, the legislative body passed a resolution overseeing the progress of key national initiatives, which include programs focused on new rural development, sustainable poverty reduction, and socio-economic development in areas inhabited by ethnic minority groups and mountainous regions.

This extension permits the utilization of unspent state budget funds from 2022, as well as those carried over from 2021, into the year 2024. This decision was made in response to the slower-than-expected progress and disbursement of funds for these national target programs, which have posed significant challenges in achieving their outlined objectives.

Reports indicate that the implementation and disbursement of funds for these programs have faced delays, with difficulties in achieving sustainable poverty reduction, building new rural areas, and executing socio-economic development initiatives in ethnic minority and mountainous regions.

The underlying causes of these challenges are the decentralized nature of program implementation and the absence of clear mechanisms for empowerment. Coordination among various ministries, sectors, and localities has been reported as inadequate, and the capacity of some officials remains limited.
