HCMC – On the morning of October 13, at the HCMC Cadre Academy, the preparatory session of the first Congress of the HCMC Party Committee for the 2025-2030 tenure was held and chaired by Secretary of the HCMC Party Committee Tran Luu Quang.
The preparatory session aimed to set the stage for the official congress sessions, which are scheduled on October 14-15.
Preparatory session draws 546 delegates
The preparatory session was attended by Nguyen Van Phong, head of Local Department 3, the Central Oraganization Commission; Tran Viet Ha, head of Local Department 7, the Central Inspection Commission; Tran Hoang Kiem, head of Local Department 3, the Central Internal Affairs Commission; Nguyen Duc Cung, head of Local Department 2, the Party Central Committee Office; Nguyen Huy Ngoc, head of Local Department 3, the Central Propaganda and Mass Mobilization Commission; and Tran Thi Phuong Thao, deputy chief of the Office of the Central Oraganization Commission.
A total of 546 delegates attended the preparatory session, representing more than 366,000 Party members from grassroots organizations across the HCMC Party Committee. Among them were 106 ex officio delegates and 441 appointed delegates from commune, ward, special zone, and higher-level Party committees directly under the HCMC Party Committee.

Key city leaders attending the session included Secretary of the Party Central Committee and Secretary of the HCMC Party Committee Tran Luu Quang; Nguyen Van Loi, member of the Party Central Committee and head of the HCMC National Assembly Delegation; Nguyen Van Duoc, member of the Party Central Committee, deputy secretary of the HCMC Party Committee, and chairman of the HCMC People’s Committee; Vo Van Minh, deputy secretary of the HCMC Party Committee and chairman of the HCMC People’s Council; Nguyen Phuoc Loc, deputy secretary of the HCMC Party Committee and chairman of the HCMC Fatherland Front Committee; Dang Minh Thong, deputy secretary of HCMC Party Committee; and Van Thi Bach Tuyet, deputy secretary of the HCMC Party Committee and head of the Organization Commission of the HCMC Party Committee.
The official session of the congress is scheduled to start on the morning of October 14, with the closing session on October 15, 2025. The first Congress of the HCMC Party Committee is a key political event marking a new stage in the city’s development for the 2025-2030 period.
Tran Luu Quang emphasized that the first Congress of the HCMC Party Committee is a politically significant event for the Party committee, government, and people of the city, attracting attention from agencies, organizations, and citizens nationwide. The congress’s success will contribute to the success of the 14th National Party Congress set for early next year.
He called on delegates to uphold responsibility, concentrate their intellect, and maximize their role in representing the will and aspirations of Party organizations and more than 366,000 Party members in HCMC. Delegates were also urged to fully understand and implement the congress’s motto: Solidarity – Democracy – Discipline – Breakthrough – Creativity, and to actively contribute to the congress’s success.

He noted that the congress has undergone major reforms in thinking and awareness, especially regarding the comprehensive application of information technology in organizing the event, aiming to save time and cost. All contents and programs are made available online, so no paper documents were distributed to the participating delegates.
According to Tran Luu Quang, the city’s congress documents were prepared through a rigorous, scientific, and systematic process. They were discussed and input collected at numerous meetings and widely publicized to gather opinions from all social strata.
The documents were also thoroughly reviewed by the Politburo. The Document Subcommittee, the Standing Committee, and the Party Committee Executive Board compiled, critically evaluated, and refined them through six drafts before submission to the congress. The participating delegates were requested to carefully study the documents, provide quality input, and actively prepare content for discussion.
The congress also elected the presidium, secretariat, and delegate credentials verification committee, and approved the congress’s agenda and regulations.
Presidium of the Congress comprises 11 members
The delegates agreed on the Presidium of the congress, which includes 11 members: Secretary of the HCMC Party Committee Tran Luu Quang; Deputy Secretary of the HCMC Party Committee and Chairman of the HCMC People’s Committee Nguyen Van Duoc; Deputy Secretary of the HCMC Party Committee and Chairman of the HCMC People’s Council Vo Van Minh; Deputy Secretary of the HCMC Party Committee and Chairman of the Vietnam Fatherland Front Committee in HCMC Nguyen Phuoc Loc; Deputy Secretary of the HCMC Party Committee Dang Minh Thong; Deputy Secretary of the HCMC Party Committee and Head of the Organization Commission of the HCMC Party Committee Van Thi Bach Tuyet; Member of the Standing Committee of the HCMC Party Committee and Chief of the HCMC Party Committee Inspection Commission Vo Van Dung; Member of the Standing Committee of the HCMC Party Committee and Head of the Propaganda and Mobilization Commission of the HCMC Party Committee Duong Anh Duc; Member of the Standing Committee of the HCMC Party Committee and Head of the Internal Affairs Commission of the HCMC Party Committee Nguyen Thi My Hang; Member of the Standing Committee of the HCMC Party Committee and Director of the HCMC Police Department Mai Hoang; and Member of the Standing Committee of the HCMC Party Committee and Commander of the HCMC Military Command Vu Van Dien.
The congress elected a secretariat consisting of three members: Chief of the Office of the HCMC Party Committee Pham Hong Son; Deputy Head of the Propaganda and Mobilization Commission of the HCMC Party Committee Truong Thanh Nga; and Chief of the Office of the HCMC People’s Committee Duong Hong Thang.

The first congress of the HCMC Party Committee for the 2025-2030 term is the initial congress after the merger of the former Binh Duong and Ba Ria – Vung Tau provinces into HCMC, with the guiding motto “Solidarity – Democracy – Discipline – Breakthrough – Creativity.”
The congress will focus on reviewing the implementation of the resolutions of the HCMC Party Committee Congress for the 2020-2025 term and setting directions and tasks for the 2025-2030 term. It will also assess the leadership and management of the Party Committee and Standing Committee of HCMC during 2020-2025. Additionally, the participating delegates will discuss and contribute opinions on the documents for the HCMC Party Committee Congress 2025-2030 and the 14th National Party Congress.
The congress is tasked with reviewing and assessing the results of the 2020-2025 term and setting directions, objectives, tasks, and breakthrough solutions for 2025-2030 to optimize resources and implement new growth drivers. It also aims to transform HCMC into a multi-centered city with development across economy, finance, services, culture, education, healthcare, science and technology, innovation, and smart, modern, sustainable, and green growth. The congress seeks to ensure robust defense, security, and international relations, while building a clean, strong, and comprehensive Party Committee and political system.
On October 11 and 12, prior to the congress, delegates participated in activities to visit models and projects on economic, cultural, social, and defense-security sectors in HCMC.
