HCMC – HCMC has disbursed over VND34.4 trillion for public investment in compensation, support, and resettlement, achieving 98.36% of its target, according to data from the Department of Natural Resources and Environment.
The funds, released by the State Treasury, were allocated to local compensation boards to pay affected households. Several districts, including districts 7, 8, 10, and 11, as well as Binh Thanh and Cu Chi, reached full disbursement, with Can Gio slightly exceeding its target.
For 2024, the city has allocated VND35 trillion for compensation and resettlement, reflecting a VND7 trillion increase from 2023. The department reported holding over 38 coordination meetings with districts to address delays.
Districts with significant budgets and large numbers of affected households showed strong results. Binh Thanh District disbursed 99.9% of its nearly VND12.8 trillion allocation, benefiting 4,438 households. Thu Duc City achieved 98% disbursement of its VND9 trillion allocation for 2,327 households. District 8 disbursed 97.17% of its VND5.7 trillion budget for 1,764 cases.
Other districts, including Hoc Mon, District 12, Nha Be, District 4, Go Vap, and District 10, also exceeded 95% disbursement of their allocated funds.
However, the department highlighted several issues slowing progress in some areas. These included inaccurate cost estimates for compensation and resettlement, leading to misallocated funds. Rising costs and delays in project execution further contributed to funding gaps.
Discrepancies between approved project plans and land-use regulations required adjustments, delaying compensation efforts. Resettlement planning also faced challenges, with some authorities miscalculating housing needs, causing delays in securing housing for affected residents.
Legal and procedural issues compounded these difficulties, with incomplete documentation stalling some projects, the department said.
