HCMC – The HCMC People’s Council opened a special session today, November 14, to review major policy items and vote on key personnel for the city government.
The fifth special session of the 10th-term council was attended by HCMC Party Secretary Tran Luu Quang, Permanent Deputy Party Secretary Le Quoc Phong, and other senior city leaders.
Council Chairman Vo Van Minh said the meeting comes as the city works to complete its 2025 targets and prepare plans for 2026.
Three officials elected as HCMC vice chairpersons
At the meeting, the HCMC People’s Council elected three new vice chairpersons of the municipal People’s Committee for the 2021–2026 term.
Those elected were Tran Van Bay, chief inspector of HCMC; Nguyen Cong Vinh, director of the Department of Finance; and Hoang Nguyen Dinh, deputy head of the Propaganda and Mass Mobilization Commission of the HCMC Party Committee.
Bay, born in 1971, previously served as deputy director of the Department of Justice, chairman of the former District 9 People’s Committee, and deputy director of the former Department of Natural Resources and Environment.
Vinh, born in 1972, is a former chairman of Chau Duc District and former vice chairman of the Ba Ria-Vung Tau Provincial People’s Committee.
Dinh, born in 1980, previously served as Party Secretary of the former Vung Tau Province and held several transport-related administrative posts.
Under Conclusion No. 187 issued by the Politburo and the Party Secretariat, HCMC may appoint up to eight vice chairpersons, or three more than the standard cap, due to its special administrative status. The city currently has nine vice chairpersons, including one additional position created to oversee the special mechanisms under Resolution 98.
The standing board of the HCMC People’s Committee for the 2021–2026 term has 10 members. Chairman Nguyen Van Duoc leads the body, supported by nine vice chairpersons: Tran Thi Dieu Thuy, Nguyen Loc Ha, Nguyen Manh Cuong, Nguyen Van Dung, Bui Minh Thanh, Bui Xuan Cuong, Nguyen Cong Vinh, Hoang Nguyen Dinh and Tran Van Bay.
At this session, the People’s Council also elected three department heads as members of the People’s Committee: Nguyen Toan Thang, director of the Department of Agriculture and Environment; Tran Quang Lam, director of the Department of Construction; and Pham Huy Binh, director of the Department of Tourism.
43 proposals presented
In addition to the elections, Deputy chairman Nguyen Van Dung presented 43 proposals for the council’s consideration. Several relate to public welfare, including health insurance support for seniors and students, meal allowances at selected hospitals, and benefits for people with meritorious service.
Other proposals include criteria for community security teams, revenue retention rules for public service units, and adjustments to existing policies following recent administrative restructuring.
The council will also examine investment proposals for major transport and environmental projects, including upgrades to Road 991, dredging and environmental work along the Ba Lin and Ong Be canals, and land-use changes for Beltway 4’s site clearance from Thu Bien Bridge to the Saigon River.
HCMC is also reviewing plans to repeal outdated resolutions issued by HCMC, Binh Duong and Ba Ria-Vung Tau provinces before their administrative merger. These cover areas such as healthcare, vocational education, poverty reduction, and public security.
