HCMC has not yet reached its full potential: deputy minister

HCMC – HCMC is a special city that can play a pivotal role in the country’s development but it has not reached its full potential yet, said Deputy Minister of Home Affairs Tran Anh Tuan at a meeting of the National Assembly’s Legal Affairs Committee.

Tuan told the meeting held on October 7 to discuss a draft resolution on organizing a municipal government in HCMC that the current government structure of the city is not suitable for the characteristics of a special city, preventing it from fully tapping its potential.

The draft resolution regulates that the municipal government structure must comprise the municipal People’s Committee and People’s Council and district-level People’s Committees, and that districts will not have people’s councils.

Therefore, according to the draft resolution, the duties of the district-level People’s Councils will be transferred to the  municipal People’s Committee and People’s Council and the city’s chairman.

District government leaders will be responsible for approving public investment projects in groups B and C under the jurisdiction of district authorities in accordance with the Public Investment Law.

The Legal Affairs Committee agreed that the resolution on organizing a municipal government in HCMC would apply on a pilot basis.

The draft resolution will be sent to the National Assembly for approval at its 10th meeting and would take effect on January 1, 2021.

Once effective, the resolution would help fine-tune HCMC’s municipal government model to create favorable conditions for the city to make new development breakthroughs.
