HCMC to add up to 6,800 hectares of industrial land in five years

HCMC – HCMC plans to add 6,500 to 6,800 hectares of industrial land for lease over the next five years to attract high-tech and green manufacturing projects.

The city will shift from attracting large numbers of projects to targeting high-value sectors such as semiconductors, chips, biotechnology, renewable energy, data centers and research and development, according to a report by the HCMC Export Processing and Industrial Zones Authority (HEPZA).

The southern metropolis will apply a fast-track investment mechanism under Law 57/2024/QH15, allowing eligible projects to consolidate investment, construction, environmental and fire safety procedures into a single streamlined process, reported the Government news website (baochinhphu.vn).

HEPZA aims to draw US$20-21 billion in new investment through the expanded industrial land supply, which it says will support more efficient land use and contribute to the city’s goal of achieving double-digit economic growth.

HCMC has 105 industrial parks with a combined area of more than 49,200 hectares. Fifty-eight of 66 established parks are operational, covering around 22,400 hectares.

The authority is encouraging companies to upgrade technology and adopt greener production methods. Firms that do not meet the required criteria at the end of their land leases may be required to relocate. HEPZA is also working with other city departments on support policies for technology upgrades, workforce training and relocation.

As of October 27, total investment in the city’s export processing and industrial zones reached US$4.72 billion, including US$2.92 billion in foreign capital and US$1.8 billion from domestic investors. HEPZA expects full-year investment to exceed US$5 billion, 13% above its 2025 target.

The zones currently host 5,236 active projects with combined registered capital of US$75.57 billion, with foreign investors accounting for 75% of the total.
