HCMC – HCMC will begin construction on four build-operate-transfer (BOT) transport projects in the second quarter of next year with a total investment of nearly VND60 trillion, reported local media.
The projects cover National Highway 1, National Highway 22, National Highway 13, and the North–South corridor linking Nguyen Van Linh Parkway with the Ben Luc–Long Thanh Expressway. The city said the new investments aim to ease congestion at major gateways and improve urban transport infrastructure.
The update was presented at a meeting on October 31, reviewing HCMC’s economic and social performance in the month and the first 10 months of the year. Tran Quang Lam, director of the city’s Department of Construction, reported on preparations for the BOT projects under the National Assembly’s Resolution 98 on special policies for HCMC’s development.
The department is preparing feasibility studies for all four projects, including environmental impact assessments and design selection for National Highway 1 and the North–South route.
The upgrade of National Highway 13, covering the section from Binh Trieu Bridge to the border of the former Binh Duong Province, has disbursed over VND12.4 trillion to date. The city said this contributed to a public investment disbursement rate of 38% of the 2025 capital plan in the first half of the year.
Consultants have been selected to complete surveys and draft the feasibility report, which is expected to be submitted for approval in the fourth quarter.
At the meeting, Lam called for updated decisions to replace existing regulations on responsibilities and authority in public investment management and PPP project implementation. He said these updates are needed to align with current laws and the city’s two-tier government structure.
The department also proposed adjustments to funding allocations and investment preparation tasks for commune-level authorities and specialized project management units.
Land clearance and compensation for the four BOT projects are estimated at VND31.8 trillion, more than half of the total investment cost.
