HCMC – The Directorate General of Trade Remedies of India (DGTR) has launched a dumping investigation into hot-rolled coil (HRC) steel imports from Vietnam, effective from August 14, according to the Trade Remedies Authority of Vietnam.
The investigation focuses on hot-rolled coil steel, with or without alloying elements, that is uncoated, galvanized, or coated, with a maximum thickness of 25 millimetres and a maximum width of 2,100 millimetres. These products are classified under specific HS codes.
The case has been brought forward by two Indian steel manufacturers: JSW Steel Limited and ArcelorMittal Nippon Steel India Limited.
The DGTR will assess the export activities of hot-rolled coil steel from Vietnam during the period from January 1, 2023 to March 31, 2024, and evaluate the extent of damage over the 2020-2023 period.
Relevant parties have 15 days from the notification date of the investigation to submit comments on the goods under investigation and propose a product control number (PCN) for consideration by Indian authorities.
The Trade Remedies Authority of Vietnam advises steel exporters to proactively contact the DGTR to obtain complete information regarding the investigation. Additionally, businesses are encouraged to fulfil their obligations, cooperate with Indian authorities during the investigation, and coordinate with domestic authorities for support.
