HCMC – The Government has introduced a new decree making single individuals earning less than VND15 million per month eligible for social housing support.
Under Decree 100/2024/ND-CP, eligible applicants and their spouses must not own property or be listed on property ownership certificates in the area where the social housing project is located. This status will be verified by local land registration offices within seven days of application.
Married couples with a combined monthly income not exceeding VND30 million are also eligible for support. Income must be verified by the employer and is calculated based on earnings in the year prior to application. Local authorities will confirm income within seven working days.
Additionally, households that meet the Government’s poverty or near-poverty standards, as specified in Article 76 of the Law on Housing, are eligible for social housing support.
Members of the armed forces must meet income conditions outlined in Article 67 of the decree.
