HCMC – More than 40 types of fees and charges will be reduced by half starting today, July 1, through the end of 2026, under a new circular issued by the Ministry of Finance.

According to Circular No. 64/2025/TT-BTC, issued on June 30, the reductions aim to ease financial pressure on businesses and individuals amid economic challenges.

The halved fees include licensing fees for the establishment and operation of banks and non-bank credit institutions, as well as appraisal fees for business activities involving goods and services subject to restricted trading in the commercial sector.

Other charges subject to the 50% reduction are fees for establishing commodity exchanges, issuing aviation-related licenses and certificates, and registering secured transactions involving aircraft. Entry and exit fees at Vietnamese airports for international flights are also covered by the reduction.

Additional reductions apply to customs fees for international flights arriving at Vietnamese airports, fees for accessing and using meteorological and hydrological data, and charges for granting intellectual property protection titles and registering technology transfer contracts in the agriculture and forestry sectors.

Fees related to the publishing industry will also see a 50% cut. These include licensing fees for non-commercial publication materials, fees for the import of such publications, and fees for registering commercial importation of foreign publications. The fee for registering the use of foreign barcodes, as well as fees related to airport operation rights, are also included.

Labor-related charges have also been slashed, such as licensing fees for sending workers abroad on fixed-term contracts and verification fees for documents requested by domestic organizations and individuals. Additionally, charges related to industrial property rights, railway infrastructure use, and business conditions in occupational safety inspection services are among those reduced.

The circular took effect on July 1 and will remain valid through December 31, 2026.
