Nguyen Van Duoc re-elected chairman of HCMC People’s Committee

HCMC – Nguyen Van Duoc has been elected by the 11th HCMC People’s Council as chairman of the HCMC People’s Committee for the 2026-2031 term.

He is a member of the Party Central Committee and deputy secretary of the HCMC Party Committee, and has served as chairman of the city’s People’s Committee since the 2021-2026 term.

At its inaugural session on March 30, the 11th HCMC People’s Council voted to re-elect him, with 121 of 122 valid votes from 123 delegates present.

At the same session, delegates also voted to elect seven vice chairs of the HCMC People’s Committee for the 2026-2031 term: Nguyen Loc Ha, Nguyen Manh Cuong, Hoang Nguyen Dinh, Bui Xuan Cuong, Bui Minh Thanh, Tran Van Bay, and Nguyen Cong Vinh.

Nguyen Van Duoc was born in 1968 in Luong Hoa Commune, Tay Ninh Province, formerly Luong Hoa Commune, Ben Luc District, Long An Province.

His career and political trajectory have been associated with a wide range of roles, from grassroots positions to top leadership posts in the former Long An Province.

In February 2025, the Politburo appointed him as deputy secretary of the HCMC Party Committee, after which he was elected chairman of the HCMC People’s Committee, a role he has held ever since.

In January 2026, at the 14th National Party Congress, Duoc was re-elected as a member of the Party Central Committee. In the recent election, he was also elected as a delegate to the HCMC People’s Council for the 2026-2031 term.

His tenure as head of the city government coincided with a nationwide restructuring of the political system and the consolidation of localities. In this process, Ho Chi Minh City, Binh Duong and Ba Ria-Vung Tau were merged to form a megacity called Ho Chi Minh City with a population of over 14 million.

Duoc, together with the city’s leadership, has reformed governance toward a model that is integrity driven, action oriented, and service focused.

This shift emphasizes moving from a management mindset to a service mindset, placing citizens and businesses at the center as key stakeholders, measuring success by tangible outcomes, and aiming for overall social satisfaction.
