Over 50 enterprises bid for three North-South Expressway components

HCMC – More than 50 enterprises have submitted tenders for the construction of three North-South Expressway components that have been moved from the public-private partnership model to the public investment model, according to the Ministry of Transport.

Some of the enterprises submitted tenders as joint contractors and others as individual contractors for 13 construction packages of the three subprojects comprising the Mai Son-National Highway 45, the National Highway 45-Nghi Son and the Phan Thiet-Dau Giay sections.

The management boards of the subprojects are evaluating the bidding documents. The Department for Management of Transport Projects Construction and Quality has been assigned to work with the Departments of Planning-Investment, Finance and Science-Technology to monitor the evaluation process to ensure that the best contractors are selected. The evaluation should be completed and submitted to the Ministry of Transport for approval in late September.

Early this month, the Ministry of Transport asked the Ministry of Public Security, the Government Inspectorate and the State Audit to collaborate from the early stages to enhance an inspection into these projects, prevent corruption and irregularities and ensure their progress and quality.

Stressing that the selection of contractors must be fair, transparent, lawful and effective, Minister of Transport Nguyen Van The said the contractors must meet strict requirements on human resources and financial capacity, equipment, technology and experience.

The selected contractors must have at least five years of experience in building transport projects and have the minimum deposit at credit institutions based on the value of the packages.

Joint contractors must not have more than three members and the lead member will be in charge of the largest part of the construction, while each of the other members must be responsible for at least 25% of the value of the packages.

The technical evaluation of the bidding documents will be graded on a 100-point basis, which comprises technical solutions (35 points), the construction progress (20 points), quality (25 points) and environmental protection, fire safety, labor safety, traffic safety and contractors’ prestige (20 points).

Contractors who score at least 70 points will pass the technical evaluation round and enter the financial capacity evaluation round.
