HCMC – HCMC is accelerating the digitalization of land records to enable fully electronic procedures and reduce paperwork, with more than 82% of cadastral data already digitized, authorities said.

The city is building a comprehensive and connected land database to support management and public services, in line with the national digital transformation agenda.
The Vietnam News Agency quoted Nguyen Toan Thang, director of the Department of Agriculture and Environment, as saying that land records once stored on paper are being converted into digital data. Information on maps, land parcels, ownership registration, and transactions is now updated in a centralized system.
This allows officials to access data directly, shortening processing time and reducing errors. The city aims to let residents submit land applications entirely online.
The city has more than four million land plots. The Land Registration Office has digitized over 3.8 million land plots. Application processing, review, and result delivery are handled electronically, reducing processing time and workload.
However, records are currently created under different standards. Digitalization requires verification and standardization, as well as coordination across tax, construction, justice, and public security systems.
Authorities have launched a 90-day campaign to clean and enrich land data and link it with the national population database. The goal is to ensure data accuracy and consistency.
All procedures involving financial obligations are now connected to electronic tax systems. Cadastral and notarization data are linked with the justice sector, while population data is connected with public security.
