PM urges simplification of administrative procedures

HCMC – Prime Minister Pham Minh Chinh has ordered the streamlining of administrative procedures in key areas including land management, social housing, credit, and mineral resources.

In Directive No. 16/CT-TTg, signed on May 20, Chinh called on ministries, agencies and local authorities to reduce and simplify administrative processes. The directive is intended to cut red tape and improve efficiency for businesses and residents.

The PM said that the current regulations are often overlapping and contradictory, creating multiple layers of bureaucracy. He emphasized the need to eliminate unnecessary procedures and reduce compliance costs.

The directive mandates that reforms be implemented during the drafting of new legal documents. Procedures should be easy to access and execute, irrespective of administrative boundaries. Chinh also urged the implementation of Project 06, a national digital transformation strategy focusing on population data, identity verification, and electronic authentication from 2022 to 2025.

Reports on progress must be submitted to the Government Office by the end of May for consolidation and reporting to the PM.

All ministries and sectors must ensure the necessary conditions for using VNeID as the sole account for administrative procedures and public services in the electronic environment from July 1, as per Government Decree 59/2022.

VNeID is a mobile app developed by the National Population Data Center of the Ministry of Public Security to replace traditional documents and provide utilities for digital citizens, digital government, and digital society.

The app allows citizens to update their personal information, including education level, list of relatives, social security status, health insurance, vaccination, driver’s license, bank account, telecoms account, etc., onto the national population database.
