The Government believes that, for HCMC to maintain its role as the country’s growth engine and realize the goal of achieving double-digit growth as early as 2026, the city must be granted breakthrough, unprecedented mechanisms alongside sandboxes under Resolution 98/2023/QH15. These mechanisms would enable the city to seize investment opportunities, promptly remove bottlenecks, and unlock development resources. Late on the afternoon of November 24, 2025, the National Assembly Standing Committee discussed the draft resolution amending and supplementing several provisions of Resolution 98/2023/QH15 on piloting special mechanisms and policies for HCMC’s development. At the meeting, Phan Van Mai, chairman of the National Assembly Committee on Economic and Financial Affairs, said the Committee’s Standing Board agreed on the necessity of the draft resolution and supported submitting it to the National Assembly for approval during the ongoing sitting. National Assembly Chairman Tran Thanh Man also endorsed revising and supplementing Resolution 98, stressing the need to devise exceptional and breakthrough mechanisms and policies to drive HCMC’s development.
