HCMC – Prime Minister Le Minh Hung on June 13 launched a nationwide emulation campaign aimed at achieving sustainable double-digit economic growth between 2026 and 2030, calling on government agencies, businesses and citizens to turn the patriotic spirit into concrete action.
Speaking at the launch ceremony in HCMC, Hung said Vietnam’s development ambitions require annual economic growth of at least 10% during the 2026-2030 period, the Vietnam News Agency reported.
He linked the target to the country’s long-term goals of becoming an upper-middle-income economy with modern industry by 2030 and a high-income developed nation by 2045.
The prime minister said achieving those objectives would require new approaches rather than relying on traditional thinking and methods. He outlined a guiding principle of “strategic vision, breakthrough thinking, decisive action, sustainable growth and people’s happiness.”
The campaign, organized by the Central Council for Emulation and Commendation, was held in person and online, connecting HCMC with provinces and centrally governed cities nationwide.
Hung called on ministries, local authorities, businesses and the public to strengthen national solidarity and actively participate in the movement. He said emulation efforts should become a practical driver of development rather than a symbolic initiative.
Among the priorities, he urged authorities to accelerate institutional reforms and remove regulatory bottlenecks. Administrative procedures should be streamlined, while the effectiveness of public services for citizens and businesses should become a key measure of government performance. Officials should also address the practice of avoiding responsibility or shifting accountability, he said.
The prime minister identified science and technology, innovation, digital transformation and green transition as the main engines of future growth. Ministries and local governments were encouraged to develop innovation hubs, high-tech zones, digital government systems and conditions that support entrepreneurship and business innovation.
He also called for faster implementation of major infrastructure projects, including strategic transport links, digital infrastructure, energy facilities and logistics networks. A special push should be made to resolve long-delayed projects to unlock resources for development, he said.
Hung stressed the need to build a modern, professional and accountable public administration that serves people more effectively. Civil servants should adopt innovative thinking, take greater responsibility and be willing to act decisively for the benefit of citizens and the business community.
He also highlighted the importance of fiscal discipline, urging authorities to strengthen savings, prevent waste and ensure transparent and efficient use of public resources.
Beyond economic objectives, the prime minister said Vietnam must continue strengthening national defense, security and foreign relations while advancing education, healthcare, culture, environmental protection and social welfare.
“Economic growth must go hand in hand with social progress and equity so that no one is left behind and development outcomes translate into tangible improvements in people’s lives,” he said.
