HCMC – The Ministry of Transport plans to disburse over VND37 trillion for infrastructure projects in the remaining months of this year.
By July, the ministry had allocated around VND25.5 trillion, representing 40.7% of the annual plan. The eastern North-South Expressway projects for 2021-2025 have the highest disbursement rate, at 50% of the annual plan, while official development assistance (ODA) projects lag behind with a disbursement rate of 30%.
Some projects have exceeded their disbursement schedules. The Ham Nghi–Vung Ang section of the North-South Expressway, managed by the Thang Long Project Management Board, has completed over 34% of construction. The project has disbursed VND522 billion out of VND1.5 trillion, surpassing the plan by VND52 billion.
Other projects under the same management board have also exceeded targets. The Mai Dich–Nam Thang Long project surpassed its disbursement by VND34 billion, and the Bai Vot–Ham Nghi section of the North-South Expressway exceeded its target by nearly VND80 billion.
In 2024, the Ministry of Transport was allocated over VND59.2 trillion. Based on disbursement needs and project progress, the ministry is requesting an extension of the use of VND4.8 trillion from 2023 and an additional VND8.68 trillion from increased central budget revenue. This would bring the total capital plan for 2024 to VND73 trillion.
