Vietnam, Laos ink multibillion-dollar cooperation agreements

HCMC – Prime Minister Pham Minh Chinh of Vietnam and his Lao counterpart Sonexay Siphandone witnessed the signing of licenses, agreements, and cooperation documents worth billions of U.S. dollars at the Vietnam-Laos Investment Cooperation Conference 2025 in Vientiane on January 9.

According to the Government news website (baochinhphu.vn), three companies received investment certificates for major projects: SDVIC Wind Power JSC increased its investment in the Savan1 Wind Power Plant by US$32 million.

Vietnam Dairy Products JSC (Vinamilk) raised its investment in its dairy farm complex in Laos to US$85.2 million.

Military Commercial Joint Stock Bank (MB) increased the capital of its MB Laos Bank project to LAK229.9 billion and signed financing agreements for the Savan1 Wind Power Plant and Xekong Thermal Power Plant projects.

The Lao Ministry of Planning and Investment issued an appendix to Viet Phuong Group for a US$1 billion bauxite mining and alumina processing project, designed to produce one million tons of alumina annually.

It also granted a development contract for five small hydropower projects in Sekong Province, with a combined capacity of 180 MW and an investment of US$197 million.

The Lao Ministry of Energy and Mines awarded a construction license to Vietnam Chemical Group for a US$522.4 million potash mining and processing project.

A significant highlight of the event was a contract between Sovico Group and Transport Engineering Design Incorporated (TEDI) for consulting services to develop the master plan for Laos’ airport and aviation port system through 2030, with a vision for 2050.

Other notable agreements included a memorandum of understanding between Vietnam Airlines and Lao Airlines to enhance and expand bilateral cooperation.
