Vietnam to allocate over VND100 trillion for infrastructure projects in 2025

HCMC – The Ministry of Construction may get over VND100 trillion to fund traffic infrastructure projects this year, marking the highest allocation to date, according to the Government news site (baochinhphu.vn).

The Prime Minister has already approved an allocation of over VND82 trillion for the transport sector in 2025, according to the Ministry of Construction.

This includes nearly VND71.4 trillion from the medium-term budget, VND9.99 trillion from the 2022 central budget surplus, and VND689 billion from the recovery program, all set for disbursement within the year.

The ministry has proposed extending VND5.79 trillion in funding from 2024 to 2025, subject to the Prime Minister’s approval. More than VND6 trillion from the 2022 and 2023 central budget surplus will also be allocated, along with potential extra funds from the 2024 revenue surplus and Government bonds.

If approved, the ministry’s total funding could exceed VND100 trillion, the highest amount ever earmarked for transport infrastructure within a year.

To ensure at least 95% of the allocated funds are disbursed, the Department of Planning and Finance has instructed project investors to develop detailed monthly disbursement plans and upload them to the monitoring system. This will allow the ministry’s advisory agencies to track progress and address any bottlenecks.

One of the key solutions proposed by the ministry is to accelerate the commencement of critical transport projects.

These include the expansion of expressways such as Cam Lo-La Son, La Son-Hoa Lien, and HCMC-Long Thanh, as well as new investments in routes like Cho Moi-Bac Kan, Quy Nhon-Pleiku, Dau Giay-Tan Phu, and the Lao Cai-Hanoi-Hai Phong railway.

As of the end of February, the ministry had disbursed nearly VND3.2 trillion for transport projects, equivalent to about 4% of the planned budget. The majority of the disbursed funds were allocated through the ministry’s project management boards, which accounted for nearly VND3 trillion, representing 91% of the total disbursed amount.

To fully utilize the 2025 budget, the transport sector must disburse an average of nearly VND7 trillion per month.

However, due to slow disbursement in the first two months of the year, project investors will need to adjust their plans for the remaining months, raising the required monthly disbursement to around VND7.5 trillion.
