Vingroup proposes US$4-billion metro line from District 7 to Can Gio

HCMC – Vingroup has submitted a proposal to the HCMC government to develop a metro line connecting District 7 and Can Gio District, with a total investment of US$4 billion, according to the Vietnam News Agency.

The proposed line would span around 48.7 kilometers, starting from Nguyen Van Linh road in District 7 and ending at a 39-hectare site adjacent to the Can Gio sea reclamation tourism urban area project.

The project envisions a double-track elevated railway with a 1,435mm gauge, designed for speeds of up to 250 kilometers per hour. Once operational, the metro line is expected to carry between 30,000 and 40,000 passengers per hour in each direction.

A key highlight of the proposal is a combined rail-and-road bridge over the Soai Rap River. Two maintenance depots are also planned—one in District 7 and another in Can Gio District.

The metro line is set to be developed under a Build-Own-Operate (BOO) contract.

Vingroup will use a combination of its own capital and mobilized funds, in line with regulatory requirements, and will own, operate, and manage the project upon completion.

The investment preparation phase is scheduled for 2025, including a pre-feasibility study, regulatory approval and site clearance. Construction is planned to begin between 2026 and 2027, with testing and handover expected in 2028.

The proposal follows a directive issued on March 19 by the Government Office, relaying Prime Minister Pham Minh Chinh’s conclusions on the progress of national key projects and major transport infrastructure works.

In the statement, the Prime Minister instructed the HCMC People’s Committee to urgently study and implement urban railway projects connecting HCMC to Can Gio and HCMC to Long Thanh International Airport. He also called on the city to attract capable investors and contractors, and to report back by April.
