Vietnam’s conglomerates make bold proposals for fueling economic growth

HCMC – Leaders of major Vietnamese business groups proposed bold solutions for coping with pressing issues and propping up economic growth while they were meeting with Prime Minister Pham Minh Chinh and Government ministers in Hanoi today, September 21.

Vingroup Chairman Pham Nhat Vuong put forward four proposals, including expanding the teaching of the English language to schools everywhere in the country, and focusing on certain college and university programs such as technology, computing, AI and big data.

Regarding social housing, he suggested the Government make it favorable for investors, especially in paperwork, and upgrade standards for social housing blocks to include requirements for basements for vehicle parking, children’s playgrounds and other amenities.

Dang Minh Truong, board chairman of Sun Group, proposed the Government apply specific mechanisms to get the private sector involved in projects crucial for socio-economic development.

They include mechanisms for land allocation and land tax, prioritizing projects with comprehensive effectiveness, continuing administrative reforms and investment procedures to make them faster by delegating power to local authorities.

He also suggested making it easier for private enterprises to participate in projects through the build-transfer (BT) format and piloting specific mechanisms similar to those applicable to free economic zones in other countries.

Pilot policies were also proposed to make it easier for foreign individuals to buy, sell and own tourism real estate. Additionally, specific mechanisms should be created to support the development of infrastructure projects through public-private partnerships (PPP), improving road access to potential tourist destinations that are currently difficult to reach.

He also suggested implementing free trade mechanisms in high-potential beach and island tourism destinations like Phu Quoc to boost investment.

Nguyen Thi Phuong Thao, chairwoman of Sovico Group, expressed her hope that the PM should support businesses to grow into powerful private business groups that are known at home and abroad.

She emphasized that these groups would create spillover effects to small and medium-sized enterprises, the agricultural and rural sectors, as well as startups. The Government should create favorable conditions for Vietjet to build a strong aircraft fleet for Vietnam.

Le Van Kiem, chairman of KN Holdings, called for ministries, agencies and local authorities to continue simplifying administrative procedures, especially in the areas of planning, investment, and land use related to the development of industrial zone infrastructure.

The PM and other leaders should prioritize renewable energy projects that have already received investment approval, as well as consider increasing capacity in the adjustments to the national power grid planning, Kiem said.

Tran Ba Duong, chairman of Thaco Group, said that his corporation is pursuing the development of an automotive industry center for international brands in Vietnam and the surrounding regions, particularly ASEAN.

He recommended that the Government pay further attention to supporting industries. Regarding agriculture, regions like the Central Highlands could adopt a model that combines forestry and livestock farming. He suggested even transitioning some agricultural practices to create integrated areas for both crop cultivation and animal husbandry to achieve a sustainable cycle.
